BCCAP's
Home Energy Assistance Programs

BCCAP is well aware that energy costs are anticipated to skyrocket to previously unsurpassed heights. Too many will be left in the cold unless they receive assistance  with their heating and utility bills. To accommodate the growing need, we offer the flexibility of evening hours and provide service at two locations:

BCCAP services include:

Home Energy Assistance Program (H.E.A.P.) Funding for this program comes from the state and federal governments and is administered by local agencies. This program is available to low income-eligible residents of Bergen County.

The application process can be started with a phone call, especially in the case of the elderly or handicapped. If necessary, the person will be given assistance to complete the application.

Universal Service Fund (USF) is a program created by the State of NJ to help make energy bills more affordable for low-income utility customers.

NJ SHARES provides year-round energy assistance to individuals and families in need of temporary help in paying energy bills. Funding for this program is from the NJ Board of Public Utilities. SHARES stands for the Statewide Heating Assistance and Referral for Energy Services. It is a non-profit, 501 (c) (3) corporation organized to provide assistance through a statewide, year-round independent energy fund.

United Water Cares provides assistance to individuals and families in need of temporary help in paying their water bills.

Verizon New Jersey's Communications Lifeline provides assistance with phone service to income-eligible clients.

HOME ENERGY ASSISTANCE

In 1996, BCCAP took over the administration of Bergen County's Low Income Home Energy Assistance Program (LIHEAP).

Through the renamed H.E.A.P. program, low-income families and individuals receive financial assistance in coping with high-energy bills.

Over the past winter, BCCAP's Home Energy Assistance staff processed over 8,000 applications from County residents who were experiencing difficulty paying for their heating costs.
