Residential Services

The Financial Assistance and Residential Services Division provides a comprehensive array of services to low-income, special needs adults and families designed to assist with their attainment of self-sufficiency. From initial intake to determine immediate needs to placement in job training, housing, etc., this division is an integral component in meeting the agency’s mission.  Unique programs include special needs housing (transitional and permanent) for homeless youth, those in recovery from substance abuse as well as those who are mentally ill/chemically addicted (MICA).

           

Special Needs Housing (Transitional and Permanent) addresses the dual needs for supportive housing with case management.  Projects include:

Ladder

       
A State-licensed residential substance abuse treatment facility consisting of 20 adult male halfway house beds.  The program is guided by an established set of policies and procedures, written in compliance with all State rules and regulations. This is the only program of its kind in Bergen County ( the County of Bergen operates “Spring House,” a halfway house for women). Ladder’s structured environment incorporates the 12-Step model of peer support along with clinically-oriented counseling.  During the stay of six to nine months, with professional supervision and intervention available 24 hours a day, 7 days a week, clients gain self-awareness and understanding of addiction, while experiencing a workable method for controlling addictive behavior.  Combining several modalities of individual, group and didactic sessions, clients are able to envision recovery as an attainable goal.  
           

PHASES (Program for Homeless Adolescents Seeking an Environment of Stability)

A transitional supportive housing specifically for homeless adolescents, ages 16-21. Located at Chadwick House, PHASES is a State-licensed group home.  Individual case plans are established for each resident and focus on the areas of education, employment, family relationships, financial literacy, nutrition, health, etc.  Independent living or permanent reunification with family is the primary program goal

Transitional housing for women progressing from intensive substance abuse treatment facilities to a supportive independent living environment.
     

Independence Hall

   
Permanent housing for disabled, chronically homeless male and female adults provides safe, secure housing necessary for stability during the critical first steps in independent living.
 

Affordable rental housing options are provided through our housing affiliate, Community Housing in Partnership (CHIP), in several municipalities in Bergen County.

 

Family Shelter

Homeless families receiving TANF (Temporary Assistance to Needy Families) and residing at the family shelter receive social services from BCCAP in accordance with the guidelines established for this County-owned transitional housing facility. The overarching goal is to assist families to become self-sufficient. Comprehensive activities include the development of individual social service care plans, case management, relationship counseling, daily living skills, employment counseling and an understanding of the causes of homelessness in order to prevent recidivism. This project is administered through a partnership that includes the Bergen County Department of Human Services, the Bergen County Board of Social Services, the Hackensack Housing Authority and BCCAP.
